Comment spamming can lower down your blog ranking in Google.
Comment spamming is a general practice today, some webmasters post irrelevant comments on others blog to just increase their site ranking in SERPs. But now it will be damaging to both; the website whose link is post in comment and blogs/website which allow these types of comments. Detailed information is given in a recent Google Webmaster Blog post about comment spamming.
Webmasters should do following things to maintain their site ranking
Don’t post irrelevant comments just to get a link.
Comment only when you think it can provide more information on particular topic
Comment when you want to start a new discussion
Till now if you were practicing comment spamming to increase your website ranking, you should stop immediately otherwise it will now work in reverse direction i.e. lowering down your website/blog ranking. Now start working on finding the new ways to improve the site ranking, otherwise you may find yourself in problem.
Bloggers should do following things to maintain their site ranking
Don’t allow spammy comments on your blog
Delete all the spam looking comments from your blog
Use anti spamming plug-in in your blog
Don’t allow anonymous comment posting
Prevent automated spammy comments
Always use the comment moderation option
Use “nofollow” on comments
As a blogger if you don’t consider above factors then one day you may found that in spite of all your hard work your blog rank is going down because somebody else is trying to increase his/ her blog/website ranking through comment spamming. Don’t let spammers ruin your good work.

Good tip, since indeed Google has changed it’s opinion on this. So, as you say, stop spamming for links, and as a blogger, use comment moderation to keep your commentsection clean. However, I don’t totally agree on the “no-follow” tag. If you do your comment moderating job well, there is no need to “no-follow” the comments, on the contrary.
I agree with this to an extent but not completely. First of all, Google has been able to tell the difference between a blog post and the comments section for a long time, so this is nothing new. They just chose to announce it now, but nothing is really different from before. But I do agree that you should try not to allow links to “bad neighborhood” websites. On the other hand, if people are leaving comments on your blog and they have good, legitimate websites, there’s no reason why that would hurt you. In fact, it may even help because it shows that you’re associated with good legitimate websites.
I have a PR5 blog so I take these matters very seriously. First, I have Akismet, so I rarely see any spam in the first place. Second, I have comment moderation on. I only get a couple of comments per day at the most, so the workolad is manageable, and since I’m not blogging about current events there’s no “urgency” in publishing comments immediately to generate a readers’ discussion. Third, I always check every link left in my comments. Fourth, I have written a “comments policy” on my blog, and I follow it very strictly, because some commenters leave seemingly legit comments, but then include a spammy (i.e. get a free quote) link for their services related to my blog topic.

I can understand that nonrelevant comments can be annoying but I thought that leaving comments was a good thing. I thought this not only gave bloggers a chance to increase their ratings but that it also helped the blog in which you are leaving a comment increase their ratings as well. Since the more links you have to your website helps your ratings, does anyone have a better idea to get get backlinks and increase your ratings?
I see your point. But considering that your site will also benefit from this spammers because chances are your site will increase your ratings and added to that are the backlinks that you will get.
